SUMMARY
RECORDS OF THE HOLY METROPOLITANATE
OF TARNOVO (1870-1871)
Between the 15th and 19th centuries, the Metropolitanate of Tar-
novo, successor of the Patriarchate of the Second Bulgarian Empire,
mostly modelled its administrative structure and governance on those
of the Constantinopolitan Patriarchate. The administrative posts and
the organization of the Metropolitanate’s Chancery were similar to
those of the Patriarchate. Thus, the administrative officers of the Tar-
novo Metropolitanate included an oikonomos (in charge of economic
and financial matters), a chartophylax (keeper of the archives and
head of the registry), a skeuophylax (entrusted with looking after sa-
cred vessels and other church valuables), a sakellarios (in charge of
the monasteries), a sakellios (in charge of the churches of the arch-
diocese), and a protopriest. In 1822, Metropolitan Hilarion of Crete
(Ilarion Kritski) re-organized the work of the Chancery and other in-
stitutions in his care, such as schools, churches and monasteries. He
ordered that all documents, issued by the Metropolitanate, be filed
in its Codex. In addition, on 8 January 1823, he sent over a circular
requiring every church and monastery to introduce a Codex of their
own for the registering of all assets, proceeds and expenses. Thanks
to the Metropolitan’s initiatives, and despite the vicissitudes of time,
several substantial manuscripts, produced by the Metropolitanate’s
Chancery, have come down to us.
This book is a logical continuation of my interest in the history
of the Tamovo Metropolitanate under Ottoman domination. It presents
the last unpublished document of the Metropolitanate: its 1870-71
Records. It should be borne in mind that the Records in question
reflect essential aspects of the life of the local Orthodox community
during the struggle for an independent Bulgarian church (1870-71).
Significantly, the keepers of the Records, Archimandrite Teodossii
and the local teacher Nikola Zlatarski, also served as, respectively,
Chairman and Secretary of the Tamovo Orthodox community.

The Records are among the holdings of the Bulgarian State Ar-
chive in Veliko Tamovo (No 11, 0.1, f.805 K). F. 805 K is entitled
Collection of Old Church Documents. The Records include the com-
plete texts of all letters, sent out by the Tamovo Metropolitanate, be-
tween January 1870 and the second half of 1871.
Language Characteristics
The Records were written at a time when there was no estab-
lished Bulgarian language norm. Nevertheless they exhibit a rela-
tively high level orthographic and stylistic consistency. A number of
specific traits, such as survivals from the Old Bulgarian case system,
dialect words and turns of phrase, borrowings from Church Slavonic,
Greek, Turkish and Russian, are to be found in citations and instances
of reported speech.
Historical Commentary
Archimandrite Teodossii became head of the Tamovo archdio-
cese after the expulsion of the last Greek Metropolitan Gregorios. He
was bom at the beginning of the 19th century, in the village of Gab-
rovtsi, situated in the vicinity of the Nativity of the Holy Virgin Mon-
astery of Kilifarevo. He became a novice in that monastery in 1828,
and took holy orders as a monk on 28 March 1831. Between 1834
and 1838 he was ordained a hierodeacon, and, in 1844, raised to the
position of a hieromonk. In the same year he was also appointed ab-
bot of the monastery. In August 1848 he was made an archimandrite.
The most recent written documents about the life and activities of this
member of the Orthodox clergy, which we have at our disposal, date
back to the beginning of 1872.
The other keeper of the Records, Nikola Zlatarski, was bom in
the village of Zlataritsa, District of Elena, in 1823. His father Vasil
Popvasilyov was a local priest. From the end of 1859 Nikola start-
ed using the surname “Zlatarski,” which he derived from the name
of his birthplace, the village of Zlataritsa. He first studied in his na-
tive village and then attended school in Tamovo before moving on to
Gabrovo to attend the new kind of school, founded by Neofit Rilski
in 1835. Under his father’s instruction, Zlatarski became a church
singer quite early in life. In 1838-9 he was appointed cantor at the
St. Nicholas Church in Tamovo, which was consecrated in 1836. In

1843 he started teaching at the newly built Bulgarian mutual school,
which was situated in the yard of the same church. He taught at the
school until the mid-sixties. In 1858 he was appointed Secretary of
the Tamovo Orthodox community, and in the following year, he ac-
quired the same position within the Sabor (Permanent Council of the
Metropolitanate).
In March 1863, Zlatarski headed the deputation of local rep-
resentatives, who demanded Metropolitan Gregorios’s resignation.
Despite his serious public commitments, connected with the oppo-
sition to the Greek Metropolitan, Zlatarski never gave up his duties
as a teacher. In 1868, the Tamovo notables voted to pay him an an-
nual salary of 14 000 piasters, which was among the highest forms
of remuneration at that time. His pupils included some of the most
eminent representatives of the Bulgarian National Revival, such as
Pandeli Kissimov, Kiro Tuleshkov and his brother David Tuleshkov,
who was also to distinguish himself as a teacher. In addition, Zlatarski
was one of the founders of the local chitalishte (a kind of commu-
nity centre), named Nadezhda (Hope), and for a time he acted as its
Secretary. He donated half of the proceeds of the Tamovo chitalishte
and the local Orthodox community to aid the Bulgarian chitalishte in
the Ottoman capital of Constantinople. Money was also sent over to
support Bulgarians sentenced to exile in Asia Minor. Zlatarski was
likewise a ktitor. his name and that of his wife are to be found on the
western wall of the St. Nicholas Church, alongside the names of other
donors. He died on 5 September 1875 in Tamovo ֊ the town to which
he had dedicated almost four decades of his life. He and his wife, who
survived him by 31 years, were both buried in the yard of the Trans-
figuration Monastery near Tamovo.
The outgoing letters preserved in the Records were addressed to
a wide range of persons and institutions, such as Ilarion Makariopolski
and Metropolitan Dorotei of Sofia, the Provisional Holy Synod and
the Exarchate’s Provisional Mixed Council in the Ottoman capital as
well as to the Bulgarian communities in different towns and villages
situated on both sides of the Balkan Range (Elena, Sevlievo, Gab-
rovo, Dryanovo, Tryavna, Lyaskovets, Goma Oryahovitsa, Bebrovo,
Nikopol, Svishtov, Tulcha, Kazanlak, Stara Zagora, Nova Zagora,
some villages in the Sliven region, etc.). In principle, the information

we find in the Records enables us to paint a fuller picture of the ac-
tivities of the Metropolitanate and the Tamovo Orthodox community,
following the expulsion of the last Greek Metropolitan Gregorios in
1867 and his replacement by Ilarion Makariopolski in 1872.
The documents that have been included in the present book
clearly testify to the leading role that the Tamovo community played
in the administration of the archdiocese in the interim period between
Gregorios’s expulsion and the election of a Metropolitan supported by
the Exarchate (1867-1872). In a letter of 1 February 1870, addressed
to the leaders of the Bulgarian national church movement in the Ot-
toman capital, the members of the Tamovo community declare that
they owe no obedience to the Greek prelate, whom they call “Kyrios
Gregorios, formerly known as Metropolitan of Tamovo.” Most offi-
cial letters written on behalf of the Tamovo community in early 1870
categorically confirm Exarch Iosif’s inference, stated in an official
note to the Russian Imperial Commissioner, dated 2 August 1878:
by February 1870, when the Bulgarian Exarchate was established,
all eparchies comprising its archdiocese had “severed their relations
with the Constantinopolitan Patriarchate P
The Records shed light on yet another important issue connect-
ed with the relationship of the Tamovo Orthodox community (and es-
pecially the Tamovo Metropolitanate) with the Bulgarian representa-
tives in the Ottoman capital. Apparently, the leaders of the community
strictly followed the instmctions that came from the capital about
providing reliable information on the region’s cultural and ecclesias-
tical life. They therefore stated the exact number of towns, hamlets
and villages in the archdiocese as well as the number of houses and
people living in them and their religious creeds. Information concern-
ing the number of Bulgarian weddings, boys’ and girls’ schools and
their teachers, monasteries, churches, and officiating priests was also
provided.
The main task that the Metropolitanate set itself and carried
out successfully concerned the election of representatives from the
Tamovo archdiocese, who would take part in the Church Sabor, in ac-
cordance with the Povod, or instmctions, issued by the Bulgarian rep-
resentatives in Constantinople. The election was organized very well
and the information contained in the Records is quite enlightening.

Four representatives - Gospodin Slavov from Stara Zagora, Yurdancho
Hadji-Nikolov from Elena, Kancho Kessarov from Tryavna and Petar
Angelov from Svishtov - were elected through democratic voting. It
took a lot of effort for enough money to be provided for the travel and
subsistence costs of the Tamovo representatives. When their subsist-
ence costs went beyond what the Tamovo community could afford
to pay, the community’s leaders devised alternative plans involving
either the withdrawal of the representatives or pointing out to them
the need to cover their own expenses; another possibility was for the
representatives to be replaced by individuals who would not expect
the Tamovo community to defray the costs of their stay in the capital.
The community considered the replacement of three of its representa-
tives by Nikola Mihailovski, Kiro Popov and Dimitar Pavlov. The
Tamovo representatives were instructed by the community to support
Ilarion Makariopolski’s candidacy for Bulgarian Exarch. Following
the election of Ilarion Lovchanski (for 5 days) and of Antim 1(16
February 1872), Ilarion Makariopolski was elected Metropolitan of
the largest and oldest archdiocese in the Bulgarian lands ֊ that of
Tamovo. The news of his election was received with great joy by
the whole archdiocese. The outgoing letters in the Records testify to
the community’s approval of the choice, which the Holy Synod had
made, as well as to the local people’s great respect for Ilarion Maka-
riopolski’s personal qualities and professional achievements.
The Records of the Tamovo Metropolitanate of 1870-71 are a
valuable source of information, shedding light on key aspects of life
in the age of National Revival. Written in Bulgarian, the Records at-
test to the excellent organization of the Metropolitanate’s Chancery.
They contain chronologically arranged data on some of the time’s key
institutions, and this makes them different from other texts produced
in the same period, such as monastic and communal chronicles, ledg-
er books, personal letters, and memoirs. The Records present events
from the most dramatic phase of the national church movement: the
proclamation of the Bulgarian Exarchate and its first steps. It should
not be forgotten that the Tamovo Metropolitanate was the successor
of a patriarchate and the largest and most authoritative archdiocese of
the Constantinopolitan Church in the Bulgarian lands. It was in its sub-
ject diocese of Vratsa that the struggle for an independent Bulgarian

church started in the 1820s. The struggle intensified and turned into a
national movement in the 1840s as the citizens of Tamovo demanded
the expulsion of the Greek Neofit Vizantios and his replacement by a
Bulgarian cleric. That the importance of the Tamovo archdiocese was
recognized is borne out by the 1868 project of Patriarch Gregory VI
of Constantinople. He envisioned the establishment of an exarchal
archdiocese for the Bulgarians, encompassing the region between the
Danube and the Balkan Range, with the Tamovo Metropolitanate as
its centre. Clerics and lay notables from the Tamovo archdiocese, such
as Neofit Bozveli, Ilarion Makariopolski, Hadji Nikoli Minchoolu,
Nikola Mihailovski, and Nikola Zlatarski, were among the leaders of
the national stmggle for an independent Bulgarian church. Tamovo
was the only town to elect four participants in the 1871 Church Sabor.
The data from the Records make it possible for us to add significant
details, relating to events in Tamovo in 1870-71, to the general picture
of the national church movement. The organization of church life in
Tamovo was in many ways indicative of the Bulgarians’ ability to cre-
ate a church hierarchy of their own and to take church governance into
their own hands. The Records present developments in Constantinople
from the perspective of the Tamovo Metropolitanate, which was mn by
Bulgarian intermediaries. These intermediaries passed relevant infor-
mation on to the towns and villages of the archdiocese and coordinated
local efforts so that the decisions taken in Constantinople could be car-
ried out successfully. The Records testify to the efficacy of the model of
Bulgarian church self-govemance, based on the empowerment of local
functionaries, who controlled the proceeds from church taxes, man-
aged relations between spouses, regulated matters of inheritance, and
administered educational and cultural activities. The governing body of
the archdiocese was in constant contact with the leaders of the national
church movement in Constantinople and created conditions for the im-
plementation of the decisions that were taken by them.
The analysis of the Records of the Tamovo Metropolitanate
presented in this book is by no means exhaustive. It is hoped that the
publication of the Records will open up new avenues of research and
investigation of the Bulgarian stmggle for an independent church dur-
ing the age of National Revival and of the Exarchate as an incipient
form of Bulgarian statehood prior to Bulgaria’s national liberation.
